Vice president for Planning, Information and Evaluation at the Center for Educational Technology (CET). Before joining CET, she founded and directed the Planning and Evaluation Unit at the Education and Culture Administration of Tel Aviv-Yafo municipality and in this capacity, assessed the local school system's productivity and created a municipal educational strategy based on the assessment findings. She was also the principal investigator in the Ministry of Education's Measurement and Evaluation Department where she and her team developed GEMS (Growth and Effectiveness Measures for Schools). Dr. Freund received her Ph.D. in social psychology from Tel Aviv University in 1992.
